A note on pricing. We checked all ten vendor sites in August 2026. Not one of them publishes a rate card. Every one routes you to a sales conversation. Treat any figure you find in a third-party roundup as unverified, and get a written quote against your own contractor volumes before you budget. Confirm current terms with the vendor before committing.
When choosing a VMS, consider pricing, scalability, customization, integration capabilities, support, and security to ensure it meets your agency’s needs and goals.
What is a Vendor Management System?
A Vendor Management System (VMS) is a web-based software solution that helps businesses manage their external workforce efficiently. It oversees the entire vendor management process, from sourcing and acquiring contingent workers to managing orders, contracts, and payments.
Key Features of a VMS
A VMS serves as a centralized hub, housing supplier information such as:
| Supplier Information | Description |
|---|---|
| Names | Vendor company names |
| Addresses | Vendor company addresses |
| Contact Details | Vendor contact information |
| Pricing Details | Vendor pricing and rates |
| Volume Discounts | Discounts for bulk orders |
| Contract Specifics | Contract terms and conditions |
By consolidating this diverse data into a unified hub, the system facilitates collaboration between organizations and vendors.
Benefits of a VMS
Effective vendor management is crucial for businesses to:
- Maintain cost efficiency
- Improve quality control
- Build strong relationships with vendors
- Minimize risks associated with non-compliance or mis-classification of workers
By using a VMS, staffing agencies can:
- Gain better visibility and control over their contingent workforce
- Improve operational efficiency
- Reduce costs
- Mitigate risks associated with non-compliance or mis-classification of workers
In the next section, we will explore the key features that staffing firms should look for in a VMS.
Key VMS Features for Staffing Firms
A good VMS should have the following features to effectively manage the contingent workforce:
Applicant Tracking Function
A VMS helps recruiters and hiring managers find the best talent from a pool of active and passive candidates. It automates administrative and compliance tasks, making the hiring process more efficient.
Uniform Procedures and Policy Compliance
A VMS helps establish consistent procedures across the organization, ensuring compliance with local and national government policies. This leads to improved operational efficiency.
Data Management
A VMS provides access to relevant information about the contingent workforce. Analyzing this data helps make informed decisions about current programs, their success, and areas for improvement.
Comprehensive Reporting
A capable VMS enables data-driven reporting on the success of workforce programs. This helps evaluate time, cost, quality, quantity, and compliance factors, making informed decisions for the future.
Workforce Visibility
A VMS helps manage a flexible workforce by providing visibility and control. This leads to cost savings, operational efficiencies, timely decision-making, and compliance.
These features are essential for staffing agencies to streamline their processes, improve data management, and optimize talent acquisition.

3. Workday VNDLY

If you are working from an older shortlist that lists this as simply “VNDLY”, note that Workday acquired the company in 2021 and it is now sold as Workday VNDLY. 4. Bullhorn ATS & CRM
Worth being clear about this one: Bullhorn ATS & CRM is not a VMS. It is an applicant tracking system and CRM for staffing and recruiting agencies. It appears on VMS lists because agencies commonly run it alongside a client’s VMS, and Bullhorn sells connectors for that purpose. If what you need is contingent workforce and supplier management, this is not a substitute for the other nine entries here.
Automation and Workflow
Bullhorn ATS & CRM automates tasks such as candidate tracking, job posting, and communication, with a customizable workflow.

The platform reports on recruitment metrics such as time-to-hire and source-to-hire.

Integration Capabilities
Ceipal’s VMS integrates with the rest of the Ceipal platform, giving centralized oversight of the talent pipeline, prospective candidates, full-time and contingent workforce, and staffing suppliers. The trade-off is the usual one: the value is highest if you adopt the wider suite.

Comparing VMS Costs
This is the part most VMS roundups get wrong. There is no rate card to compare. All ten vendors above route pricing through a sales conversation, and quotes in this market are usually structured one of two ways: a licence fee, or a percentage of the contingent spend running through the system. Conexis is the only vendor of the ten that names both models publicly; the rest disclose nothing.
The percentage-of-spend model matters more than it first appears. It means your cost scales with your contractor volume rather than your seat count, so a quote that looks cheap at current volumes can move sharply if your contingent programme grows. Model it at two or three volume levels before you sign.
What to ask for in a quote
- Licence fee or percentage of spend, and if the latter, the exact percentage and what counts as spend
- Implementation and configuration cost, stated separately
- Whether training, support, upgrades, and API access are included or billed
- Minimum term and minimum volume commitment
- Who pays: some VMS programmes are funded by a supplier rebate rather than the buyer, which changes the economics entirely
Key Considerations
- Scalability: Can the VMS solution grow with your organization’s needs?
- Customization: Does the VMS provider offer tailored solutions to meet your specific requirements?
- Integration: Does the VMS solution integrate with your existing HR systems and tools?
- Support: What level of customer support does the VMS provider offer?
- Security: Does the VMS solution meet your organization’s security and compliance requirements?
Choosing the Right VMS
Selecting a suitable VMS for your staffing agency is not straightforward, largely because you cannot compare prices without running a procurement process against all of them.
Key Considerations
| Factor | Description |
|---|---|
| Pricing | What is the total cost of ownership, and are there any hidden fees? |
| Scalability | Can the VMS solution grow with your organization’s needs? |
| Customization | Does the VMS provider offer tailored solutions to meet your specific requirements? |
| Integration | Does the VMS solution integrate with your existing HR systems and tools? |
| Support | What level of customer support does the VMS provider offer? |
| Security | Does the VMS solution meet your organization’s security and compliance requirements? |
One practical shortcut: if you already run SAP or Workday, start with Fieldglass or Workday VNDLY, because the integration argument is real. If you do not, that argument is worth nothing and you should judge the others on their own merits.
FAQs
What are the advantages of VMS in recruitment?
Using a VMS can bring several benefits to your recruitment process. Here are some of the main advantages:
| Advantage | Description |
|---|---|
| Reduced manual labor | Automate tasks and reduce administrative burdens |
| Improved data integrity | Ensure accuracy and reduce errors in your data |
| Enhanced decision-making | Make informed decisions with real-time visibility into your recruitment pipeline |
| Streamlined processes | Focus on high-value activities like candidate sourcing and relationship-building |
A VMS simplifies recruitment processes, reduces errors, and supports better decisions, freeing agencies to focus on finding the best candidates for their clients.
Do any VMS vendors publish prices?
None of the ten covered here did when we checked in August 2026. Conexis VMS names its two pricing models (percentage of spend or licence fee) without giving figures, which is as close as the market gets. Anyone quoting you a specific per-user or per-month price for these products from a third-party article is guessing.
